Federal Customs Service changes the application of TIR Carnets on the territory of the Russian Federation12.08.2013
Starting from September 14, 2013 the Federal Customs Service changes the application of TIR Carnets on the territory of the Russian Federation.
It means that each transportation procedure of goods to / through Russia requires compliance with customs transit under paragraph 1 of Article 217 of the Customs Code of the Customs Union.
The assurance of compliance can be approved in advance, even before the entry of goods to the territory of the Russian Federation, however, this measure does not eliminate the fact of vehicle downtime at border crossings. These actions will make the border crossing complex and will increase transit time.
The TIR Carnet provides additional benefits for border crossing. After changes are made, vehicles and freight containers have to wait for the paperwork to be done in accordance with the standard procedure with possible customs authorities inspection, which would lead to delivery time shifts and delivery delays to the final customer.
